Screened Out? Some States May Underidentify Schools with Low-Performing Student Subgroups

The Every Student Succeeds Act requires states to identify schools with struggling students for three types of support: comprehensive (CSI), additional targeted (ATS), or targeted support and improvement (TSI). The law allows states to select ATS schoolsย exclusivelyย from thoseย already identifiedย for TSI. But by โ€œscreeningโ€ schools in this way, some states may miss schools eligible for support. This analysis examines the states that use this approach.
