Based on conversations between All4Ed and staff at the U.S. Department of Education (ED) on the importance of supporting historically underserved students in the implementation of the Every Student Succeeds Act (ESSA), this memo identifies areas where All4Ed is concerned that ED is approving state policies that violate the law’s provisions intended to ensure states and districts focus on, and address, these students’ unique needs.
