CRRSA includes over $54 billion for the Elementary and Secondary Schools Emergency Relief (ESSER) funds, which can be used by state educational agencies and school districts to support students’ academic, social, and emotional needs during the pandemic, whether students are learning in-person or remotely.

CRRSA also provides the Federal Communications Commission with $3.2 billion to create the Emergency Broadband Benefit Program. Low-income households, including households with a child who is eligible for the free and reduced-price lunch program and Pell grant recipients, may receive a discount of up to $50 (or up to $75 billion on tribal lands) for home internet access. Eligible households may also receive a subsidy for one low-cost device per household.
