All4Ed commends the Federal Communications Commission (FCC) for its decision to approve changes to the E-rate program, specifically to support the off-premises use of Wi-Fi hotspots and internet services through libraries and schools. This critical update, supported by education and civil rights organizations nationwide, will significantly enhance access to digital resources for students across the nation.
In today’s digital age, reliable internet connectivity is as essential as textbooks for students. The COVID-19 pandemic highlighted the inequities in access to digital learning resources, particularly for students from underserved communities. All4Ed found that one in three Black, Latinx, and Indigenous households did not have high-speed home internet prior to the pandemic. Federal programs such as the Emergency Connectivity Fund and Affordable Connectivity Program helped temporarily, but unfortunately, Congress let these programs expire. Historically, the E-rate program has only supported internet access within schools and libraries. Today’s action to modernize the E-rate program will allow schools and libraries to issue Wi-Fi hotspots for use at home. In doing so, the FCC is addressing this digital divide and ensuring that all students have equitable access to the tools and resources they need to succeed academically.
All4Ed believes that Wi-Fi connectivity is essential infrastructure for today’s students and we commend the FCC for its leadership in advancing educational equity through this important update to the E-rate program. All4Ed remains committed to working alongside policymakers, educators, and advocates to further enhance access to quality education for all students.
