All4Ed’s Comments and Recommendations on the Department of Education’s Workforce Pell Grant Regulations
All4Ed submitted recommendations to the U.S. Department of Education in response to its Notice of Proposed Rulemaking for the Workforce Pell program. Our recommendations address a central concern: the proposed rule simultaneously requires that eligible workforce programs lead to stackable credentials that prepare completers for further education
while also subjecting those programs to accountability metrics regarding job placement rates, completion rates, and value add earnings that may penalize programs whose completers pursue that further education. This structural contradiction, if left unaddressed, risks undermining the ability of Workforce Pell to support learners in securing continued education.
