Statement from Dr. Amy Loyd, CEO of All4Ed on the Elimination of the Methods of Administration (MOA) Rule for Career and Technical Education Programs

Washington, D.C. – All4Ed CEO Dr. Amy Loyd issued the following statement in response to today’s announcement by the U.S. Department of Labor to eliminate the Methods of Administration Rule

“The Department of Education’s decision to eliminate the Methods of Administration (MOA) rule for Career and Technical Education programs is another example of the Administration weakening longstanding protections for our nation’s students while continuing to dismantle the U.S. Department of Education. Instead of strengthening accountability and expanding opportunities for every student, this action removes a proactive mechanism for civil rights enforcement. 

“Rather than working through a transparent rulemaking process to strengthen and modernize the MOA requirements, the Department chose to eliminate this longstanding accountability framework altogether.

“As the former Assistant Secretary for the Office of Career, Technical, and Adult Education (OCTAE), I understand both the importance of reducing unnecessary administrative burdens and the responsibility to protect students’ civil rights. The MOA process has long served as the primary vehicle for ensuring that states examine whether barriers exist that limit educational opportunities based on race, color, national origin or disability status and take meaningful steps to address them.

“Accountability and opportunity are not competing priorities, but essential partners in ensuring every learner can access the education and career pathways they deserve. Eliminating this accountability framework will weaken oversight at a time when we should be strengthening efforts to expand opportunity.”
