All4Ed CEO Dr. Amy Loyd Statement on FY2027 Labor-HHS-Education Funding Bill

Washington, D.C. – All4Ed CEO Dr. Amy Loyd issued the following statement in response to the House Appropriations Committee’s FY2027 Labor-HHS-Education bill: 

“Yesterday, the House Appropriations Committee passed the FY2027 Labor-HHS-Education bill along party lines. This budget is a values and priorities statement about who matters enough to fund. By the looks of it, the answer is apparently: ‘not our nation’s children.’

“This legislation cuts Title I by nearly $2 billion and would rescind nearly $1.7 billion in school improvement funds that Congress already provided and that school districts are counting on to support students beginning next school year. It eliminates Title II-A, which supports states and school districts to prepare, train, recruit, and retain high-quality teachers, principals, and school leaders. This budget zeroes out English Language Acquisition funding, a vital program ensuring that English learners attain English proficiency and achieve academic success. It also completely cuts Full-Service Community Schools, adult education state grants, and youth workforce programs. Preschool Development Grants are gone entirely. And it robs Peter to pay Paul by cutting subsidized student loans to pay for Pell Grants, making it more difficult for students to afford college.   

“I would like to highlight another egregious cut: the elimination of WIOA Youth Job Training led by the Department of Labor. House Republicans say this program duplicates programs led by the Department of Education including Perkins Career and Technical Education (CTE), 21st Century Community Learning Centers, and Student Support and Academic Enrichment programs. This couldn’t be farther from the truth. At least 75% of WIOA Youth Job Training funds must be spent to support Opportunity Youth who are not currently in school. CTE and the other education programs support in-school youth. These programs are not duplicative, and the continued conflation of job training and education by House Republicans and this administration is alarming.  

“We must be clear about what these cuts mean to our schools and our communities. It means we are breaking our promise that no matter your zip code, every child deserves access to a quality education. It means that we are walking away from the teachers and school staff that make that promise real. At a time when the cost of higher education is already out of reach for too many families, this bill makes the dream of college even harder to achieve. And if you are a young person without a high school diploma or an adult learner who is working to finish what you started, this bill pulls the rug out from under you entirely. 

“All4Ed will continue to advocate for a budget that supports our nation’s students, educators, and families. Education should not be a partisan issue. This is about the commitment to all of our learners and the future of our country.”
