The programs that reach millions of young people โ Day of AI, Experience AI, Elements of AI, national government curricula โ operate almost entirely at Levels 1 and 2. The programs operating at Levels 3 and 4 โ where young people evaluate and shape AI systems โ are smaller, often community-based or youth-led, and reach orders of magnitude fewer learners. That distribution is the argument: when we say "AI literacy," we're describing the floor. What determines who gets to decide how AI shapes our lives is happening above it.
