Remarks by Dr. Amy Loyd – Codifying Chaos: What Breaking Up the Department of Education Means for CTE
Dr. Amy Loyd, President and CEO of All4Ed, submitted testimony to Democratic Members of the House Committee on Education and the Workforce regarding efforts to transfer the Office of Career, Technical, and Adult Education (OCTAE) from the U.S. Department of Education to the Department of Labor. Her testimony argues that career and technical education (CTE) is fundamentally an education program—not workforce training—and warns that the transfer has increased bureaucracy, disrupted funding, and undermined congressional authority over federal education programs. The testimony calls on Congress to reject legislation that would codify the transfer, investigate its costs and impacts, and preserve CTE within the Department of Education to protect stable, student-centered education-to-career pathways.
