Statement from All4Ed CEO Amy Loyd on the Harmful Senate Bill and Illegal Education Funding Freeze

Washington, D.C. – “Today, the Senate passed one of the most regressive tax and spending bills we’ve seen in a generation—prioritizing tax breaks for the wealthiest while slashing critical programs that support children, families, and schools. At the same time, the U.S. Department of Education announced it will illegally withhold nearly $7 billion in already-approved education funds—resources that states and school districts were counting on, expected to receive today, and that students urgently need as they head into a new school year. 

“This is nothing short of a betrayal. Our kids, especially those from underserved communities, will pay the price for these reckless decisions. We’re talking about fewer supports for English learners, cuts to after-school programs, college and career pathways, and fine arts and STEM programs, lost professional development for teachers, and delays in essential services for migrant students and adult learners. Programs that are not just beneficial—but life-changing—are being held hostage. 

“Let’s be clear: the budget reconciliation bill could set our nation back decades. It increases the federal deficit by over $3 trillion while gutting the very programs—like Medicaid, SNAP, and public education—that help families survive and thrive. That is not fiscal responsibility. It is cruelty wrapped in bad policy. 

“Meanwhile, the Department’s decision to impound funds is not only harmful—it’s illegal. Congress appropriated these dollars. Holding them back without proper authority undermines the rule of law and disrupts planning for the very programs our students rely on most. These actions strike at the very heart of our values. They deepen inequality, dismantle support for the most vulnerable, and jeopardize the future of public education.

Instead of pulling the rug out from under our communities, we should be investing in real solutions that strengthen the foundation of our education system and create opportunity for every learner.”
