Texas ranks in the bottom half of states for residents with college degrees, even though the average tuition at a Texas public four-year college is one of the most affordable at $5,623. About 25 percent of Texans have bachelor’s degrees, including 8.2 percent of residents who hold a post-graduate degree. –Star Telegram
