Nation’s At-Risk High School Students Could Benefit From Graduation Promise Act, According to Alliance for Excellent Education

Federal Legislation To Turn Around Low-Performing Schools Recently Introduced in U.S. Congress
Washington, D.C. – The Graduation Promise Act (GPA) could dramatically improve outcomes for the more than 6.4 million students in the nation’s secondary schools who are at-risk of dropping out, according to the Alliance for Excellent Education. The bill, previously introduced in the U.S. Senate, was recently introduced in the U.S. House of Representatives by Rubén Hinojosa (D-TX), with the support of 20 additional Members of Congress.
Since inadequate reading and writing skills hinder a student’s ability to master the more complex coursework of the upper grades, poorly prepared students often find themselves falling so far behind that they opt to give up on their education by leaving school altogether. These at-risk students tend to be clustered in low-performing high schools.
The GPA would authorize $2.5 billion in new funding to turn around low-performing schools, improving the odds that all their students will graduate. Funding would go to districts and states to implement effective, research-based reforms tailored to the school’s specific needs.
“The GPA meets a critical need at a critical time,” says Bob Wise, president of the Alliance for Excellent Education and former governor of West Virginia. “The nation’s economic future depends of the success of today’s high school students. All of our schools must receive the support they need to educate their students to the highest level possible. Congress is urged to pass this important legislation to make sure every student graduates from high school, prepared to succeed in the 21st century.”

Joe Baca (D-CA), Xavier Becerra (D-CA), Elijah Cummings (D-MD), Danny Davis (D-IL), Chaka Fattah (D-PA), Charles Gonzalez (D-TX), Luis Gutierrez (D-IL), Barbara Lee (D-CA), John Lewis (D-GA), Grace Napolitano (D-CA), Solomon Ortiz (D-TX), Silvestre Reyes (D-TX), Ciro Rodriguez (D-TX), Lucille Roybal-Allard (D-CA), John Salazar (D-CO), Linda Sánchez (D-CA), Bobby Scott (D-VA), José Serrano (D-NY), Hilda Solis (D-CA) and Nydia Velázquez (D-NY).
