Keeping Subgroups Visible in State Accountability Systems

A coalition of school and civil rights groups has called on the U.S. Department of Education to revise a proposed accountability regulation governing subgroup reporting, saying the benchmark would leave the needs of millions of at-risk students unattended. The Every Student Succeeds Act grants authority to states for deciding the “n-size,” or the minimum number of students required to form a subgroup for accountability purposes. This is a key policy consideration because it determines how many historically underachieving students, such as African-Americans, Hispanics and students with disabilities, must be included in school and district academic performance reporting.
